ISLAMABAD -- Kaleem Ullah, a 38-year-old Afghan man, was walking home with groceries for his family one night in October when he saw a policeman standing outside his small house in Karachi.
"You are under arrest for not having the documentation to live in Pakistan legally," the policeman said. Kaleem's children then saw their father dragged into a police van, which was the last time they saw him, the only breadwinner of his family of seven people.
