BENGALURU -- The entrance of recruiter Navis Human Resources' Bengaluru office has two signs standing outside its front entrance.

The sign on the right advertises job opportunities in Japan paying 100,000 to 150,000 rupees ($1,200 to $1,800) per month, dangling the prospect of higher pay for young Indian workers with monthly salaries in the tens of thousands of rupees. The sign on the left focuses on Germany, offering monthly pay of 185,000 to 216,000 rupees -- roughly 50% more than the Japanese figures.
