TOKYO -- Japan is planning to introduce measures to ease labor issues in its overburdened logistics industry, including incentives for customers to allow deliveries when they are not home.
Traditionally in Japan, parcels are required to be hand delivered to the recipient -- even in cases where a signature is not required. If customers are not home, a slip is left so they can request the package be brought back at another time, allowing the customer to specify a time of day.
