SEOUL -- South Korea's conservative government is working on legislation that would provide targeted support for workers that do not belong to labor unions, according to an advisor to the president.

The country's labor ministry is drafting on a law meant to provide protections to what the administration calls "vulnerable" members of the labor force, said Sung Tae-yoon, director of national policy, including gig workers and employees of small- and medium-enterprises who tend to earn low wages.
