TOKYO -- On Tuesday, Fumio Kishida will step down aside as the prime minister of Japan to make way for his successor. The 67-year-old oversaw the most significant transformations of Japan's economic and defense policies in decades, but his party's scandals prevented him from achieving his full policy agenda and ultimately brought his three-year tenure to an end.
