NAGAPATTINAM, India -- Dressed in a shirt over her saree, plastic goggles on her eyes and cloth covering her hands to prevent her from being scratched by coral, Lakshmi Muthu, 54, dips into shallow ocean water and collects clumps of greenish seaweed.
