HONG KONG -- When Francis arrived from Myanmar to study in Hong Kong four years ago, he saw the city as a gateway to global opportunity. But after graduating this year from the Chinese University of Hong Kong, the 22-year-old has sent more than a dozen job applications to NGOs, schools and social enterprises, and received just one offer: a temporary night-shift contract.
