WASHINGTON -- U.S. President Joe Biden on Monday issued an indefinite ban on new offshore oil and gas drilling across most of the U.S. coastline, a move that seeks to cement his legacy as a climate defender but which critics say could hurt the country's reputation as a reliable energy exporter.
