TOKYO -- Tokyo Electric Power Co.'s nuclear plant in Niigata prefecture, central Japan, is expected to receive approval from the prefectural governor as early as Friday, moving a step closer to reopening a nuclear facility for the first time since the 2011 Fukushima Daiichi disaster.
