TOKYO/NIIGATA, Japan -- Tokyo Electric Power Company Holdings has proposed the creation of a 100 billion yen ($654.85 million) fund for the benefit of Niigata prefecture, the site of the utility's Kashiwazaki-Kariwa nuclear power plant.
