PALO ALTO, California -- Intel will "no longer move forward" with planned chip manufacturing facilities in Germany and Poland and delay the construction of its Ohio fabs, the U.S. chipmaker said Thursday, as it struggles to ramp up its foundry business while turning around declining sales.
