KUMAMOTO, Japan -- Taiwan Semiconductor Manufacturing Co.'s first plant on the Japanese island of Kyushu will begin mass production and shipments at the end of this year, a crucial milestone for a national chip-sector-revival project that has attracted about 5 trillion yen ($32.7 billion) in related investments.
