TAIPEI -- Taiwan Semiconductor Manufacturing Co. plans to make 30% of the world's most cutting-edge semiconductors in Arizona to help the U.S. build an "independent" chip cluster, but said it is not in talks to form joint ventures or share technology with other chipmakers.
