TAIPEI -- Taiwan Semiconductor Manufacturing Co. on Monday held a ceremony for the upcoming launch of a next-generation fabrication facility in Kaohsiung, signaling its commitment to developing and producing state-of-the-art chips in Taiwan even amid big investments in the U.S.
