SHANGHAI/SYDNEY/TAIPEI -- China's new export controls on rare earths, lithium-ion batteries and synthetic diamonds have shocked governments and companies around the world, with many seeing them as likely to reignite tensions with Washington ahead of an expected meeting between U.S. President Donald Trump and Chinese President Xi Jinping.
