BEIJING -- As the fifth-ranked figure in the Chinese Communist Party, Cai Qi has amassed an extensive set of duties that observers say attests to the favor he enjoys from China's President Xi Jinping.
Cai not only sits on the seven-member Politburo Standing Committee, the party's top decision-making body, but also holds prominent posts in the areas of national security and propaganda and serves as Xi's chief of staff.
