Japan's consumer inflation slows to 3.1% in July

Figure remains above central bank's 2% target for 16th straight month

TOKYO -- Japan's core consumer price index, which excludes fresh food, rose 3.1% in July from a year earlier, down from a 3.3% rise in June, according to official data released Friday.
