COLOMBO -- For nearly three years, Irfan Abdul had been saving up to upgrade his three-wheel taxi to a four-wheeler. When Sri Lanka's vehicle import ban was finally lifted last month, he was elated -- but the joy was short lived as the vehicle of his dreams had more than doubled in price.
