WASHINGTON -- U.S. President Donald Trump's dramatic reversal Wednesday on trade, in which he paused most "reciprocal" tariffs after just 13 hours and doubled down on China, served as yet another example of how he continues to shake the world with a signature negotiating style that toggles between hard-line stances and softer dealmaking.
