HO CHI MINH CITY -- It turns out that the proverb "money can't buy happiness" might better apply to security. A United Nations agency has served up a perplexing new index showing that in most countries people are living wealthier, healthier and longer lives than ever -- and yet, their feeling of insecurity is increasing.
