FUKUSHIMA, Japan -- In late June, the city of Iwaki in Fukushima prefecture, Japan witnessed a breathtaking spectacle as acclaimed Chinese artist Cai Guo-Qiang unveiled his latest project, "When the Sky Blooms with Sakura."
