MANILA -- In late 2024, four Filipino fishermen went missing near the Scarborough Shoal, a small atoll in the South China Sea that is claimed by both the Philippines and China. Fellow crew members and the Philippine Coast Guard conducted an extensive search, but the men were never seen again.
