TOKYO -- Japan is in talks with the Philippines about the export of frigates and air-defense radars, in a move aimed at strengthening interoperability and boosting the Southeast Asian nation's defense capabilities amid China's growing naval presence in the East and South China Seas, according to officials involved in the negotiations.
