NEW DELHI -- Indian Prime Minister Narendra Modi on Tuesday left for a two-day state visit to Bhutan -- hours after a car blast in New Delhi claimed at least eight lives -- as he strives to further bolster regional ties amid China's stepped-up efforts to expand its influence in the neighborhood.
