BUSAN, South Korea -- Outgoing Japanese Prime Minister Shigeru Ishiba arrived for his first official visit to South Korea on Tuesday to hold a summit with his counterpart that Seoul said marks the resumption of shuttle diplomacy between the two historical rivals who have worked to turn an often fraught relationship toward cooperation.
