DUBAI, United Arab Emirates -- As negotiations on bringing the U.S. back into a nuclear deal with Iran move closer to a conclusion in Vienna, diplomatic overtures toward Tehran are picking up as major economies within and outside this framework prepare for a potential loosening of sanctions.
