TOKYO -- A Philippine government agency and two telecom companies have signed a memorandum of understanding to upgrade and promote a fiber-optic spine that runs across the Philippines' main Luzon Island, connecting submarine cables under the Pacific Ocean to their counterparts under the South China Sea.
