TAIPEI -- Peru, the host of this year's Asia-Pacific Economic Cooperation (APEC) meetings, has placed roadblocks to Taiwan's participation as the Andean country rushes to embrace Beijing, according to sources in Taipei with direct knowledge of the matter.
