TAIPEI -- Taiwanese Foreign Minister Lin Chia-lung was all smiles as he met with international journalists, analysts and diplomats this past week. He was fresh off a visit to Brussels, where he accompanied Vice President Hsiao Bi-khim to attend the annual meeting of the Inter-Parliamentary Alliance on China (IPAC) at the European Parliament.
