NEW DELHI -- Afghanistan's Taliban Foreign Minister Amir Khan Muttaqi is set to visit India this month after a temporary lifting of a travel ban by the United Nations Security Council Committee, as New Delhi gradually steps up engagement with the Kabul regime, with which India's regional rivals China and Pakistan are also seeking to enhance influence.
