VIENNA/DUBAI (Reuters) -- The U.N. nuclear watchdog's board of governors declared Iran in breach of its non-proliferation obligations on Thursday and it announced countermeasures, as an Iranian official said a "friendly country" had warned it of a potential Israeli attack.
