WASHINGTON -- U.S. officials and analysts watched Japanese Prime Minister Shigeru Ishiba's first week in office with bated breath, seeking to determine whether his many "out-of-the-box" security proposals -- such as creating an Asian version of NATO -- were election-speak or a core belief.
