NEW DELHI -- In one of the largest mass surrenders in India's fight against left-wing extremism, 238 Maoist rebels laid down their arms in the central state of Chhattisgarh earlier this month, a development that could signal the end of a 50-year insurgency that has claimed thousands of lives across the country's mineral-rich tribal belt.
