MANILA -- Tens of millions of Filipinos headed to the polls for midterm congressional elections on Monday against the backdrop of an escalating feud between the country's top political families, led by incumbent President Ferdinand "Bongbong" Marcos Jr. and his predecessor, Rodrigo Duterte.
