South Korea's Yoon offers new dialogue channel with North Korea

SEOUL -- South Korean President Yoon Suk Yeol on Thursday offered to establish a channel for working-level talks with North Korea, part of what he described as a new vision for "freedom-based unification," as tensions between the long-divided states have spiked this year.
