ISLAMABAD -- Authorities in Pakistan say they have arrested a key orchestrator of the suicide attack that killed three Chinese teachers at Karachi University in April, while Beijing signaled on Wednesday that it appreciates the "positive efforts" but still expects more to be done to protect its people and interests.
