NIIGATA, Japan (Kyodo) -- Japanese Prime Minister Fumio Kishida said Saturday the government is considering creating a more loosely defined refugee category to accept people fleeing conflicts in light of the humanitarian crisis stemming from Russia's war in Ukraine.
