DANANG, Vietnam -- On the white-sand beachfront in the Vietnamese tourist hot spot of Danang sits an inconspicuous empty field. Seven kilometers to the northeast lies a site with views similar to San Francisco Bay. Next to it are five potential artificial islands in Danang Bay, inspired by Dubai's Palm Islands.
