NEW YORK -- Amid speculation over whether a late-October meeting between U.S. President Donald Trump and Chinese President Xi Jinping will actually take place, and as Sino-American tensions flare once again, concerns are mounting that the U.S. may use its Taiwan policy as a bargaining chip and so upset a delicate diplomatic balance.
