JAKARTA -- China's attempt to win hearts and minds in Southeast Asia during the coronavirus pandemic through "vaccine diplomacy" appears to have fallen flat, according to a survey by the ASEAN Studies Centre at Singapore's ISEAS-Yusof Ishak Institute.
