GLASGOW, Scotland -- The COP26 United Nations climate conference ended over the weekend after two weeks of tough negotiations among nearly 200 parties. Besides the concluding agreement, which calls for "phasing down" coal use, countries penned a flurry of declarations on the sidelines in an effort to keep alive the prospect of limiting global warming to 1.5 degrees C.
