GLASGOW, Scotland -- In a dramatic turn in the final moments of the U.N. international climate conference, nearly 200 countries agreed on a global climate deal at COP26 here on Saturday, with a last-minute amendment to only "phase down" coal rather than "phase out" the fossil fuel.
