TOKYO -- Japan on Wednesday began enforcing stricter rules for foreigners seeking to convert their overseas driver's licenses. Applicants are now required to submit a copy of a residence certificate to verify their address, and tourists without such documentation are no longer eligible for Japanese licenses.
