HO CHI MINH CITY -- A death penalty appeal by Vietnamese tycoon Truong My Lan will be considered if she pays restitution, state media reported Tuesday, in a case of financial crime worth 3% of the country's gross domestic product that is emblematic of Vietnam's crackdown on graft.
