NEW DELHI -- India's envoy to China will not attend the opening and closing ceremonies of the Beijing Winter Olympics, the foreign ministry said on Thursday, a day after China honored a military commander involved in the violent 2020 Galwan Valley clash as a torchbearer of the event.
