WASHINGTON -- The U.S. needs to have its big manufacturers such as General Motors and Ford Motor participate in defense production and broaden the industrial base to keep up with China, President Donald Trump's nominee to be the Pentagon's No. 2 said in a confirmation hearing on Tuesday.
